2 years jail term for anyone caught giving alms to beggars in Lagos

Special adviser to lagos state government on youth, social development pointed out roadside begging as one of the Urban challenges of lagos. Alms givers should direct their funds to churches, orphanages, motherless babies homes or else one might get jailed for giving alms to street beggars, says the lagos government. I quite understand the fact that rehabilitation of beggars is difficult, and the only way to stem begging is to stop giving alms, but will the government help the beggars solve their financial problems? The government promised to give roadside beggars shelter, registering them to social welfare centres.
